Commercial rooftop solar tender: build a comparable procurement brief

A useful commercial tender makes bidders price the same problem. Provide a controlled brief covering the load pattern, roof constraints, intended programme and operating expectations. Separate a preliminary concept from engineering acceptance, utility approval and procurement award.
Issue a consistent information pack
Share relevant consumption history and available interval data through an authorised private channel. Explain operating days, planned load changes and restricted areas. Assign a version to the brief so bidders do not compare different assumptions. Public marketing pages should not expose your facility or account records.
Separate scored scope and exclusions
Request equipment models, capacity units, assessment and submission responsibilities, roof-work exclusions, safety arrangements and maintenance access. Ask for a generation range and the loss assumptions. Include an explicit schedule of additional costs rather than accepting an apparently low total with essential steps omitted.
Plan acceptance and ongoing operation
Specify who reviews the proposal, what commissioning evidence is expected and who receives monitoring access. Record downtime coordination, warranty and service responsibilities. A local programme reference must be current; international technical procurement guidance does not itself establish Malaysian compliance.
Before you decide
- Use one versioned load and site brief for all bidders.
- Compare capacity units, losses and complete scope.
- Identify approvals, competent reviewers and excluded works.
- Set handover evidence and operating responsibilities before award.
Discuss your property with HOMI
Homi Solar Malaysia can help turn these questions into a clear property brief. Start with your location, electricity use and the decision you need to make. Keep bills, identity records and detailed customer information in an appropriate private channel, not public comments. An initial discussion is not engineering approval, an accepted quotation or a rebate decision. Ask for a dated written scope, the assumptions used, exclusions and the next responsible party. Recheck changing policy with the relevant authority before committing; do not treat a general article as a personalised design or a guaranteed outcome.
