Solar ATAP Malaysia:
Your Guide to Rooftop Solar

Malaysia's new Solar Accelerated Transition Action Programme (Solar ATAP) replaces NEM with no quota limits, 100% capacity allowance, and market-based incentives.

What is Solar ATAP?

Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia's new rooftop solar initiative, designed to accelerate renewable energy adoption and provide homeowners and businesses with greater flexibility and savings.

📅

Launch Date

Applications opened 1 January 2026 via SEDA Malaysia's online portal. Guidelines published by Energy Commission (Suruhanjaya Tenaga) on 31 December 2025.

♾️

No Fixed Quota

Unlike NEM 3.0, Solar ATAP removes fixed capacity quotas at launch—encouraging wider adoption without waiting for allocation windows.

100% Capacity Allowance

Install solar systems up to 100% of your maximum demand (increased from 75-85% under NEM), maximizing self-consumption and export potential.

⚠️

Use-It-Or-Lose-It Rule

Important: Export credits cannot be carried forward to the next billing month. Any unused credits are forfeited. Your system size must match your actual consumption pattern precisely to avoid wasting credits.

Residential vs Commercial Users

🏠

Residential (Domestic)

Offset: Based on Energy Charge component of your TNB electricity tariff (typically RM 0.38-0.45/kWh).
Limits: 5 kWp (single-phase), up to 15 kWp (three-phase).
Benefit: Reduce your monthly bill via self-consumption + offset credit.

🏢

Commercial & Industrial

Offset: Based on Average System Marginal Price (SMP), typically RM 0.15-0.25/kWh, reflecting real-time market electricity prices.
Limits: Up to 100% of maximum demand (capped at 1MW).
Benefit: Market-driven offset encourages efficiency and wider adoption.

How to Apply for Solar ATAP

1. Check Eligibility
Ensure you are an existing TNB customer with a single-tenant property (not multi-tenant). You cannot have any existing NEM or solar self-consumption contracts unless terminated.
2. Determine System Size
Residential: Up to 5 kWp (single-phase) or 15 kWp (three-phase). Commercial: Up to 100% of your maximum demand (capped at 1MW).
3. Application Fee
A non-refundable fee of RM 7.50 per kW is required when submitting your application via SEDA. For example, a 10 kW system requires RM 75 application fee.
4. Technical Assessment
For residential systems above standard limits or commercial systems, a Connection Confirmation Check (CCC) or Connection Assessment Study (CAS) may be required.
5. Submit Application
Apply online via SEDA Malaysia's eATAP portal at www.seda.gov.my. Processing typically takes 2-4 weeks.
6. Installation & Commissioning
Once approved, work with a licensed installer (like HOMI Solar!) to install your system. TNB will install a bi-directional meter to track imports and exports.
7. Start Saving
Your solar system is now live! Monitor your monthly savings and export credits on your TNB bill. Remember: export credits cannot be carried forward under Solar ATAP.

Frequently Asked Questions

What is Solar ATAP? +
Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia's new rooftop solar initiative replacing NEM 3.0, effective 1 January 2026. It offers no fixed quota limits, 100% capacity allowance, and market-based energy offset rates.
When does Solar ATAP start? +
Solar ATAP officially launched on 1 January 2026. Applications can be submitted via SEDA Malaysia's online portal from that date.
How is Solar ATAP different from NEM? +
Solar ATAP removes fixed quota limits, increases capacity to 100% of maximum demand, uses market-based offset rates (SMP for commercial, Energy Charge for residential), and implements a "Use-It-Or-Lose-It" rule where export credits cannot be carried forward to the next billing month.
Can I still apply for NEM 3.0? +
No. NEM 3.0 ended in 2025. Solar ATAP is the new programme for rooftop solar in Malaysia starting 1 January 2026.
How much can I save with Solar ATAP? +
Savings depend on your system size, electricity consumption, self-consumption rate, and location. Use our calculator above for a quick estimate. Typically, residential users can save 30-60% on their electricity bill, with payback periods of 5-8 years.
What is MAQ (Maximum Allowable Quantity)? +
MAQ is the maximum amount of energy you can export to the grid per billing cycle for credit. It is calculated as: System Size (kWac) × 5 sun hours × Billing Days. Any export beyond MAQ is not credited. For example, a 10 kW system with a 30-day billing cycle has MAQ = 10 × 5 × 30 = 1,500 kWh.
Is there a quota limit? +
No. Solar ATAP has no fixed quota limit at launch, unlike NEM 3.0. However, the government may introduce capacity controls in the future based on grid stability.
How long is the contract period? +
The Solar ATAP contract period is a maximum of 10 years. After 10 years, you can continue to operate your solar system strictly for self-consumption, but you will no longer receive export credits.
Can I carry forward unused export credits? +
No. Under Solar ATAP's "Use-It-Or-Lose-It" rule, any export credits that remain unutilized within the same billing period are forfeited and cannot be carried forward to subsequent billing periods. This makes proper system sizing critical.
