Installing solar panels is an exciting investment for your home, but the paperwork can sometimes feel overwhelming. One critical step in the Malaysian solar journey is the ATAP (Authority to Alter/Add Proposal) application.
At HOMI, we believe in transparency. Before you sign up, it’s crucial to understand the costs and waiting times involved so there are no surprises.
1. The Processing Fee: RM7.50/kW
Unlike standard utility registrations, the solar application involves a specific processing fee payable to the authorities. Currently, this is set at RM7.50 per kW.
Example: If you are installing a standard 10kW system, the fee would be approximately RM75.00. While not a huge sum, it is a mandatory cost that homeowners must be aware of.
2. The Timeline: 2–4 Weeks
Patience is key. Once we submit your documents, the processing period typically ranges from 2 to 4 weeks.
- Week 1: Submission and initial vetting.
- Week 2-3: Technical review and capacity allocation check.
- Week 4: Final approval and issuance of the connection offer.
3. The “Hidden” Requirement: CCC or CAS
To finalize your Net Energy Metering (NEM) application, you often need the CCC (Certificate of Completion and Compliance) or CF (Certificate of Fitness). For older houses without these, a CAS (Certificate of Accommodation Standard) or equivalent verification might be needed.
Without this document, the utility provider cannot legally change your meter to a solar-ready meter.

Frequently Asked Questions
Is the RM7.50 fee refundable?
No, this is a processing fee charged by the regulatory body upon submission.
Can I install solar panels before ATAP approval?
It is highly risky. You should secure approval first to ensure your area has grid capacity (quota) for solar injection.
