Solar ATAP 2026: Why Your TNB Bill May Not Drop to Zero
Solar ATAP can reduce the electricity you import from TNB and can credit eligible solar exports, but it does not erase every charge on the bill. Night-time consumption, cloudy-day imports, the monthly settlement limit, Automatic Fuel Adjustment (AFA) and other applicable bill items can leave a balance even when the solar system performs normally.
The useful question is not simply how many panels fit on the roof. It is how much solar the property can use directly during the day, and how much export credit can realistically be used within the same billing period.
Start with the three paths solar energy can take
- Used immediately at the property. Air-conditioning, refrigeration, pumps, office equipment or EV charging running in daylight can consume solar behind the meter and reduce TNB imports at that moment.
- Exported to the grid. Surplus generation may be measured by the bi-directional meter and treated under Solar ATAP settlement rules.
- Imported later. Without a battery, midday generation cannot power the house after sunset. Evening and overnight demand still comes from TNB.
This is why daytime self-consumption is the most useful starting point. It avoids an import directly instead of relying on a later credit.
How domestic export credit works
The Energy Commission guideline states that domestic export credit is based on the applicable Energy Charge. Exported energy may offset eligible imported electricity within the same billing period, subject to the Maximum Allowable Quantity and the amount imported.
- Unused export is not carried to the next billing period.
- Excess beyond the usable amount is forfeited rather than paid out in cash.
- Export credit cannot offset AFA under the current guideline.
If the calculated net amount becomes negative, it is adjusted to zero. Solar ATAP does not turn a domestic TNB bill into an unlimited cash-payment mechanism.
Five reasons a bill can remain after solar
Night demand: air-conditioners, water heaters, cooking appliances and EV charging often run after sunset. Different value paths: one kWh used immediately prevents an import, while one kWh exported enters the settlement calculation. Same-period limits: oversizing can create exports that cannot be fully used. Remaining charges: AFA and other applicable items may remain. Variable production: cloud, shade, roof orientation, panel temperature, inverter limits and downtime change monthly output.

Supply type also affects the capacity direction. The published domestic thresholds are generally 5kW for single-phase and 15kW for three-phase, but these are limits rather than automatic recommendations. Prepare three recent TNB bills, phase type, daytime occupancy, major loads, roof photos and any EV or battery plan before comparing proposals.
