EECA 2024: Is Your Business Above the 21,600 GJ Energy Threshold?

EECA 2024 does not automatically apply to every Malaysian business. The Energy Commission states that the energy-consumer threshold is 21,600 gigajoules (GJ) within twelve consecutive months. The law is in force in Peninsular Malaysia and the Federal Territory of Labuan, and the Commission identifies an affected energy consumer through its formal process. A business should therefore start with verified energy data and the exact Energy Commission notice, not a rough guess based on one electricity bill.

If your operation is near the threshold, collect the information now. The same load profile that supports an EECA discussion can also improve decisions about energy efficiency, rooftop solar, battery storage and operational scheduling. Solar can be one measure inside a wider energy plan, but solar installation alone is not proof of compliance and does not replace a Registered Energy Manager, statutory audit or Energy Commission determination.

What does the 21,600 GJ threshold mean?

The official threshold is measured across twelve consecutive months, rather than only a calendar year. Energy use may include more than grid electricity, so factories, campuses, hotels, large commercial facilities and mixed-fuel operations should avoid converting one TNB figure and treating it as a final legal answer. Review the current Energy Commission guidance for the applicable energy sources, measuring points and calculation method.

As a simple orientation, 21,600 GJ equals about 6,000,000 kWh if the comparison involved electricity alone. This conversion is useful for scale, not for deciding whether a particular legal entity or site has been designated. Supply arrangements, multiple meters, thermal energy, gas, steam or other energy resources may change the assessment.

The Energy Commission notice matters

The Commission’s transition guidance explains that compliance for an energy consumer begins after the Commission issues a notice. That means two businesses with similar annual consumption may still need to confirm their exact notice, site boundary and reporting position separately. Do not ignore a notice, but also do not publish or sign a compliance claim based only on an online calculator or vendor presentation.

The official EECA framework covers duties such as appointing a Registered Energy Manager, developing and implementing an energy management system, preparing efficiency and conservation reports, and conducting energy audits. The applicable sequence and deadlines should be confirmed against the latest Act, Regulations, Commission guidelines and professional advice.

Prepare one clean twelve-month energy file

• List every site, electricity account, meter and relevant fuel or energy source.
• Collect at least twelve consecutive months of bills and interval data where available.
• Record operating hours, production shifts, shutdowns, major HVAC, motors, compressed air, process heat and EV charging.
• Separate baseload, peak demand, daytime load and flexible load.
• Keep the Energy Commission notice, site boundary and responsible legal entity with the same file.

A reliable baseline should explain unusual months, expansions, temporary closures and meter changes. If readings from different energy sources use different units, keep the original documents and conversion method so a qualified adviser can reproduce the total.

Where does rooftop solar fit?

Rooftop solar can reduce daytime grid import when the facility uses energy while the system is producing. It may support an energy-efficiency improvement plan, lower certain operational energy inputs and provide measurable generation data. The right system size still depends on the actual load profile, roof condition, connection requirements, tariff treatment and operational plan.
